First of all open Google Console in your Browser

Once you opened Google Console, select the blogger which you are getting robot.txt issue. From the left panel choose 'COVERAGE', 

click on it.

If your first tab of your google conosle interface  showing 1 error that means you are having robot.txt issue.

Go to your blogger settings 

Scroll down and search for  Crawlers and Indexing

Enable Custom Robot.txt

In the Custom robot.text box paste the code which I am going to give below .Exactly type like this. Just Your site name type in sitemap.

Robot.text solving code - User-agent: Mediapartners-Google User-agent: * Disallow: /search Disallow: /category/ Disallow: /tag/ Allow: / Sitemap:your sitename

Giving this code your problem will be solved permanently.
